MAJOR DUTIES:
The successful applicant for this position will serve as the
national United States Drought Portal (USDP) Program Manager within
the Climate Monitoring Branch, Scientific Services Division of the
National Climatic Data Center (NCDC). The USDP, a cornerstone of
the National Integrated Drought Information System (NIDIS), will
provide user communities (the general public, decision-makers and
businesses, and drought experts and scientists) with a critical link
to information, products, and service providers. It also will
support the U.S. Group on Earth Observations (USGEO) concept to
provide seamless, timely access to integrated Earth observations,
data, information and products. In 2004, the Western Governor's
Association developed a set of requirements for a NIDIS through a
broad-based team of Federal, including NOAA, and non-Federal
partners. NIDIS is one of six near-term opportunities identified by
USGEO in the Strategic Plan for the U.S. Integrated Earth Observing
System. Specific duties of the USDP Program Manager will include:
1) Manage the USDP projects in the context of the overall NIDIS
activity in conjunction with the governmental partners, and direct
governance of USDP including oversight and accountability to ensure
adherence to established processes and policies; 2) Provide and
enhance user access to a wide array of climatic data products, and
services through a Web Portal and supervise content development and
operational updates to the scientific resources in the USDP; 3)
Support and promote core USDP monitoring elements, including the
U.S. Drought Monitor and North American Drought Monitor; 4) Engage
on USGEO and international foci relevant to the USDP; 5) Participate
in drought monitoring activities and applied research to enhance
monitoring capabilities with the Climate Monitoring Branch.
